ENTRANCE EXAM

Naalarma ang mga ginikanan sa pahibawo ni Cebu City Schools Division
Superintendent Leonilo Oliva nga pakuhaon nag entrance examination ang mga
bata nga magpa-enroll sa Grade One para sa tuig tingtungha 2005-2006. Labi
na tungod sa pagpasabot ni Dr. Oliva nga mas dako ang kahigayonan sa mga
bata nga makapasar sa pasulit kon maka-eskuyla sila sa kindergarten.
Nagduda ang mga ginikanan nga ang entrance examination gitumong aron
mapugos sila sa pagpa-eskuyla sa ilang mga bata sa kindergarten. Ang
nakapait kay mayoriya nila di kaabot sa bayranan (labing menos P400 ang
matrikula ug mga libro). Ug kay linga man sab kaayo sila sa panginabuhi
aron pagtudlo sa ilang mga bata, nameligro diay nga di ka-eskuyla ang ilang
mga anak?

Dihang akong gipangutana si Oliva kon di ba makalapas ning ilang lagda sa
garantiya sa konstitusyon sa libreng edukasyon sa elementarya ug high

Tuguting akong hatagan og luna ang email ni Atty. Raul Barbarona, executive
director sa Environmental Legal Assistance Center Inc. (ELAC) sa Syudad sa
Sugbo, parte sa Sumilon nga akong gihisgutan dinhi sa niaging duha ka adlaw:
�Adunay mga lumulupyo sa barangay Bangcogon, Oslob nga daw
wala mahimuot sa kalamboan sa Sumilon. Dili pa lang dugay, kaniadtong Marso
13, 2005, gidapit ako sa usa ka dialogue nga gitambongan sa mga tinugyanan
sa DENR pinangulohan ni Director Boy Montejo, mga opisyales sa barangay
pinangulohan sa barangay captain, ug mga mananagat, lakip sa Coastal
Conservation Education Foundation (CCEF) executive director, Atty. Rose Liza
Eisma-Osorio.
�Ang mga isyu nga gituki sa mga mananagat mao ang (1)
kaseguroan nga makadunggo ang ilang mga sakayan sa isla nga dili abugon sa
mga security guards; ug (2) nga ang paghatud sa mga turista ngadto sa
Sumilon island dili unta ihikaw nila. Gusto nila nga sama sa ubang dapit,
mahimo silang kasakyan sa mga turista sa pagbisita sa isla, sa ingon niana
makaambit sila sa ekonomikanhon nga kauswagan sa pag-ugmad sa isla.
�Nangutana usab ang mga tawo kinsa gayod ang dunay katungod sa maong isla,
ang munisipyo ba o ang DENR.
�Akong nasabot nga nagkuwang ang pag-ugmad sa relasyon sa developer ug mga
katawhan sa Bangcogon. hinaut nga ang pag-ugmad sa isla, moresulta usab sa

Way sukaranan ang kahadlok nga abugon ang mga mangingisda sa mga guwardiya
sa Sumilon Bluewater Island Resort (SBIR). Ako mismo nakakita sa mga
mangingisda nga gawasnong nidunggo sa baybayon, nag-ayo sa ilang bubo ug
nagsugba sa ilang kuhang isda.
Nakakita sab kog mga batan-on gikan sa Dumaguete City nga gitabangan sa mga
mangingisda pagdunggo sa isla. Ako sang nahibaw-an nga gawasnon ang mga
turistang mangaon ug mangaligo sa Sumilon bisan di mogamit sa kahimanan ug
busa di mobayad sa SBIR. Pero sa packages sa travel agencies, lisod itugyan
ang mga turista ngadto sa mga mangingisda kay nagkahulogan kinig dugang
bayranan sa way paghisgot sa responsibilidad sa SBIR sa ilang seguridad.

Si Julie Alegrado-Vergara, presidente sa SBIR, nipasabot nga ang DENR maoy
